This is the notification that I recieve (from myself ;-)).
The PUBLISH had open status so the NOTIFY had open status. The <basic>
status really only indicates that the SIP UA is online. The <note>
element indicates busy or do not disturb. I'm in the process of adding
support for the note element to SER PA.
