What kind of user agents are you using. If you have linksys
manufactured pap2's, or sipura's then there is hotline option. Just
enter the following into the devices dialplan...
(S0 <:12345678901> ) This would force the pap2 to dial 1234567890
when ever the phone is picked up. Then all you have to do is set that
extension up to playback your message, or hell play a message and
toss them directly to support/billing/whatever.
