There is, the drawback is many SIP devices will then no longer work.
It is by SIP specicication not meaningful to rewrite To. To specifies
the original target and is not supposed to change. Use request URI
for specification of the target which changes along the path.

If they are insistive on changed To, then the problem is on their
side.
Is it Level3?

Is there a way to modiy the 'To' also?
