I had a similar problem with a gateway. In this case it use the number
in the To: header to dial out to PSTN.
In the end I worked with the supplier and they agreed that they ere not
working to the RFC standard and so they have now provided me with new
firmware.
So I guess in your case you need to do the same.

dumps from ngrep) to see what they say, but perhaps it's something

Are you sure that it is the Record-Route header field what gets
rejected ? Maybe there is some problem in the request-uri ?
