you can provide the values via -m (shm) and -M (pkg) command line
parameters. See also kamailio -h for it.
If you want to recompile kamailio, then you can change the corresponding
defines inside src/core/config.h
In some Linux distros there is either a file called /etc/default/kamailio with a setting
for you or settings in the Systemd/init.d scripts.
