[Serusers] start voicemail if User is not accepting call

hello i have SER+asterisk for voicemail. there are two cases 1. if UA is not registered at SER it will forward call to asterisk for voicemail. (working) 2. if UA is present at SER but not accepting call in 30 seconds.
