I think you didn't edit the right file! Try create script phpinfo.php
(for example in directory user_interface - doesn't matter on it)
containing this:
<? phpinfo(); ?>
and open the page ..../serweb/user_interface/phpinfo.php in your
browser. At the begining of the page you can see path to php.ini which
is php using ('Configuration File (php.ini) Path'). If the file doesn't
exists, simply rename php.ini-dist or php.ini-recommended to it.
At the phpinfo page you can also see the value of register_globals.
Don't forget to restart apache after editing php.ini.
