I actually thought of keeping it there, it would have been simpler with some parts of makefile upgrates, but there is no code required by kamailio application at all. The kamcmd imports some code from ctl/lib binrpc. kamctl is shell script, then there are some helper apps for different db backends or modules, but not really related to the code of the modules. Anyhow I split a bit the utils modules, some of the old content being now in misc/, letting in utils only what's required for operating kamailio.
