Initial Comment: This parameter is a flag that should be set if subscriptions should be removed from the active_watchers when a NOTIFY times out. RFC3265 section 3.2.2 defines this behaviour as a SHOULD, so by default it is on. Disabling this will keep subscriptions active on unreliable networks.
