would it be possible to install a filter in the list server that would reject any message sent to sip-router mailing lists that have html body parts? in my opinion, only text/plain should be allowed.

Wouldn't that be a bit too strict? As far as I know most HTML emails also contain plain-text attachment (but I could be wrong). Maybe you could configure your mail client to display those instead of the HTML version if both are present?
