That is because the textops module doesn't
export an api for other
modules.
Take a look at sl: bind_sl(). Here the sl module is exporting an api
to be used by other modules.
Then the sca module is binding to that api and to use it: sca_bind_sl().
Something similar must be implemented by textops and app_python.
