i think the URL is only included in the website, as a proper link.
for that reason I think it would be more useful to replace the word 'here' with the link:
<ulink url="http://www.maxmind.com/app/ip-location">http://www.maxmind.com/app/ip-location </ulink>
In this way it will appear in the text README.
