pua - db_mode set to 0. This stops multiple states for
a single dialog (early, trying, confirmed and terminated) from showing in the presentity
table. I suspect this is a bug?
I still see this behavior and I think is related to this code since pua_dialoginfo never
sets etag when calling ``send_publish()``
