[sr-dev] [kamailio/kamailio] The changes in this PR implement DNS failover for locally generated requests (#727)

The first patch does the actual failover part. Second is for readability. Third adds onsend_route support for local requests. This fixes #210. As this touches tm, a review would be welcomed.
