If I comment out in pkg/kamailio/deb/jessie/rules:

clean: dh_testdir dh_testroot rm -f build-stamp configure-stamp # Add here commands to clean up after the build process. $(MAKE) maintainer-clean dh_clean

'$(MAKE) maintainer-clean' line, the loop does not occur.
