i can (quite) reliably reproduce this bug on today's HEAD (commit 1ded1730c7fe81596d874fdc314dab64a7dab25b) on Ubuntu 22.04.3, compiled with OpenSSL 3.0.2, with `--atexit=0`, the tls module loaded first, and init mode 1. In my case it happens when using the http_client module to make many concurrent requests to an external https server.
