It should be changed to the generic "libmysqlclient-dev" as not all debian versions have that package. Another alternative could be to copy the pkg/debian/control line which uses the following syntax: libmysqlclient-dev | libmysqlclient15-dev | libmysqlclient14-dev | libmysqlclient12-dev although adding libmysqlclient16-dev to that line would be an improvement also.
