Yes, although both the t_newtran() call and any header manipulation
happens after t_continue().

Indeed, it is. If you're asking if anything happens between t_suspend()
and t_continue(), the answer is no. All further processing occurs after
the rtimer thread dequeues and t_continues the transaction.
