[kamailio/kamailio] Chore/ipsec logging (PR #4035)

They just did not without printing any messages as to why. I have identified a few cases where logging was missing and added it, in the hope that it might be helpful. [kamailio/kamailio] Module dispatcher: ds_is_active() return incorrect. (Issue #4001)
