[kamailio/kamailio] Kamailio sending CCR TERMINATE request without waiting for the CCR INITIAL request response (#2143)

**Description** We are using ims_charging module and Freediameter as diameter server for billing process....recently we faced one issue...For Initial **INVITEs** kamailio sending **CCR request (INITIAL_REQUEST)** to **diameter server** but if we receive Immediate **CANCLE** for the **INVITE**, kamailio sending **CCR request ( TERMINATE_REQUEST )** without waiting for the **CCR request (INITIAL_REQUEST) response** from the **Diameter server.**.. **Expected behavior** Kamailio has to send **CCR request ( TERMINATE_REQUEST )** after getting the **response** from the **INITIAL_REQUEST.** **Additional Info** kamailio server : 4.2 platform : linux -- You are receiving this because you are subscribed to this thread. [kamailio/kamailio] Ability to reload location attributes at runtime (#2299)

### Description Looking for a mechanism to reload Location attributes at runtime. Having both registered and permanent Contacts under AoR, with Attributes from `usrloc` to be used for various routing decisions. This is about attributes of permanent Contacts. [kamailio/kamailio] dialog: not able to set the hangup_reason , when we hangup calls using xmlrpc. (#1737)

### Description We are using xmlrpc to terminate the calls once customer balance reaches to zero. call got terminated but we will not be able to set the dialog variable related to hangup_reason. [kamailio/kamailio] kazoo: consuming of events fails if message has no body (#1837)

[kamailio/kamailio] kamctl - maintenance for dbtextdb.py tool (#2469)

**kamctl** include a python tool that is parsing SQL statements to do operations over the **db_text** files, for the common db operations (e.g., insert, delete). It is located at: * https://github.com/kamailio/kamailio/tree/master/utils/kamctl/dbtextdb The tool was contributed long time ago and not kept up to date, being known not to work with Python3 (e.g., #2464). This issue is created to see if someone has the interest to pick up the maintenance of this tool, if not it will be removed from kamctl.
