[Serusers] When will SER send Stop message to Radius Server

Hello Marian,

So SER indeed need to receive the "200 Ok" from the UA2 before it will send
the accounting stop message to the Radius server? I was hoping SER will send
the stop when it receives the initial BYE from either UA (whichever comes
first)
