[Serusers] stop rety

Hi,

In my case, endpoint does not ring.

* An endpoint is dead
* But still exist in location information of SER for a while
* Someone called to the endpoint before location expired
* SER consider that the endpoint is alive
* SER send INVITE packet to the endpoint
* But the endpoint never respond 'cause it's dead
* SER re-send INVITE request again and again

Could you please let me know if fr_invite_timer could affect in this case?
I've configured fr_invite_timer already, and I've confirmed that
if endpoints are alive, INVITE request retransmissions will be terminated
after exceeding configured fr_invite_timer value.
