Asterisk cannot be notified when a phone is ringing, except in the case that 
it's ringing as a Asterisk phone (so it's asterisk who is calling that phone, 
even thought Kamailio as proxy).

There is no way Asterisk to subscribe to device status of phones not making 
calls through Asterisk itself.
