[SR-Users] Adding/manipulating headers in CANCEL

Hello,

I'm running Kamailio 4.0.4, and I'm running into problems when trying
to insert or update headers when the method is CANCEL. It just seems
that nothing at all happens to the message.

Is this a bug or a design choice?
