[SR-Users] error handling

You could check, if you can send the announcement as early media (183
Session progress) and afterwards decline the call from FreeSwitch. In this
case, you should not get a 200 Ok from FreeSwitch,  but another SIP reply,
which you could mofify in yout Kamailio config...
