If by SMS for end-to-end IP you look at SIP MESSAGE requests, then yes, 
it is supported by Kamailio. Kamailio can support even non-IETF defined 
SIP method types. It is up to you to decide in config what to do with, 
if you just need to forward, it is pretty much transparent.
