[SR-Users] RFC5626 SIP Outbound Support of Flow-Timer Header

GRUU is supported in Kamailio 3.3, as is Path.  But outbound itself is
not.

I have been working on outbound support in my spare time, but haven't
had much time to spend on it lately.
