haven't checked the sources yet and don't remember by hart, but I guess 
the lua environment is initialized in the children processes. This 
event_route[htable:mod-init] is executed after all modules were 
initialized, but before creating children.

What kind of operation you want to do? Something that should affect all 
kamailio processes (ie., to be before forking them)?
