t_continue() has to be in a route block which is handling SIP requests 
(e.g., inside request_route { ... } or other sub routes like route[NAME] 
{...}).

It does not matter if you call execution of a route block that is 
defined later, references are resolved after all config is parsed. If 
you look at the default config file, inside request_route block are 
executed many route blocks which are defined after it.
