which is linked from the main SEMS site at
   http://iptel.org/sems
is usually up to date to the newest released version. At
   http://ftp.iptel.org/pub/sems/doc/
you can find generated documentation for the released SEMS versions.

You can also generate the doxygen documentation with the command
  make doc
