Yes.

Yes. Thus, just add as many listen statements as you need, e.g.:

listen=udp:109.239.50.67:5060
listen=udp:1.2.3.4:5060
listen=udp:5.6.7.8:5060

Usually you also have to set mhomed=1 for multi-homed setups.
