Almost, except I need to be able to define this independently for  
custom purposes.  For example:

modparam("permissions", "db_url", "postgres:// 
@cfg_get.db.user:@cfg_get.db.password\@@cfg_get.db.host/ 
@cfg_get.user.dbname")
