[Serusers] separately calls limitation

I am using SER Sip EXpress Router 0.9.6), but in test mode for now.
The whole thing works like this:
 - Location Server (+ Auth);
 - Proxy Server;
MySQL support is also enabled

Question:
How can I set up my SER so that it limits the number of calls based on
a number or username?

 Example:
        number(E164) 8121111111 - 5 lines
        number(E164) 8122222222 - 3 lines
        number(E164) 8123333333 - 1 line
        username "Sergey"  ------ 2 lines
        username "Alexey"  ------ 9 lines

If possible, could you give me an example of ser.cfg?
