serweb is a web interface that can be used to manage the database 
records. I do not know how much compatibility is with openser 1.3, but 
with a bit of code tweaking should work -- if you don't know about it, 
then probably you don't need it.

However, when you run openserdbctl to create the opener database, it 
asks whether to create or not the serweb tables.
