[Serusers] Proper handling of REFER

REFER should be handled as the OPTIONS message, which can be received 
inside and outside a dialog, i.e. you need to be able to handle it with 
Route (and thus loose route it with t_relay) as well as handle it as an 
INVITE by rewriting the r-uri.
