[Serusers] How to create sip account Ser 0.10

use ser_ctl tool, u can get it from the cvs
it is now a separate project:
export CVSROOT=:pserver:anonymous at cvs.berlinos.de:/cvsroot/ser
cvs login
cvs co serctl
