[Serusers] How to create sip account Ser 0.10

With 0.10 use ser_ctl not serctl (note the underscore).
If you don't have it on the disk, then check it out from CVS at
cvs.berlios.de/cvs/ser/serctl

The new tool knows the new tables etc. Just issue 
ser_ctl domain add dom.xxx
ser_ctl user   add user at dom.xxx -p passwd
