[Users] NEW: XMLRPC implementation for MI

Hi Bogdan,

thank you for stepping up on author's behalf, still I hope it is not unthankful
if I keep hoping for Andrei L. to respond to my initial questions. 

Rgearding your questions: I have not looked at the code -- I have hoped for insider's
answer which would unnecessiate code analysis. I checked available documentation and 
found remarkable similarities (standardized XML-RPC for use by management applications) 
which raised my question.

The bottom line, if I might have been possibly unclear about that, is I would like
to learn what are the upsides and downsides of two projects doing quite similar things.
