[Serusers] req: rtpproxy video public ip patch

Giovanni,
On Jan's request I have resent the patch to Maxim.  I have not used video 
with rtpproxy and I have now switched to mediaproxy. Thus, it's up to Maxim 
if the patch should survive also with the video support.
