[Serusers] handling BYE from caller and callee

Hi Iqbal,

This can happen when the first BYE (sent by GW) does not tire down the 
call from reasons like:
	- invalid BYE (Route set is not correctly formed)
	- incorrect routing (routing logic on SER doesn't deal properly with RR)
	- message doesn't get to UAS
	- UAS doesn't match (as dialog) the BYE with the current call

Try to find which of these is your case.
