[Serusers] REGISTER, INVITE and authentication

I know that SER by it self doesn't include a parameter or option to 
limit the max concurrent calls for a sip user.

Some UA like Linksys PAP2 have the option to configure it to provide 
dial tone only if they are registered with the Proxy you could try that 
option.
