[Serusers] Which Number does a PSTN Gateway call ?

Here's a very simple question about a PSTN Gateway :-
 
     When a PSTN gateway receives an INVITE, does it dial the number in
the Request-URI or the To header field ?
 
     Does it depend whether the gateway support RFC2543 or RFC3261 ?
