[Users] OpenSER attempting local mysql connection

Just for kicks i hardcoded the remote mysql url into the config.h define
and recompiled and it worked beautfully. So I'm quite sure then that my
entry in the config file is incorrect, misplaced, or simply being
ignored by the corresponding module. It is currently my first modparam
entry in the config file, and it checks out okay according to the
openser -c, so i'm not sure what is going on.
