[Serusers] Check if OUI is registered

You can backup the R-URI and copy the URI from From header in R-RUI 
using avpops module (avp_write() and avp_pushto() -- 
http://www.voice-system.ro/docs/avpops/), and check if is registered 
with the function 'registered("location")'. Afterwards you can restore 
the initial R-URI from avp and proceed further with request processing.
