12.1 is pretty old from a Cisco SIP perspective. I'd encourage you
to upgrade to a newer release, preferrably 12.3(x), and then try:

voice class codec 2
 codec preference 1 g711ulaw
 codec preference 2 g729r8 bytes 40
 codec preference 3 g723r63 bytes 96
 codec preference 4 g726r16 bytes 80
 codec preference 5 gsmfr bytes 132

 You can list which ever codecs are most important for your application.
This is just an example.
