[Serusers] Controlling time-outs for inbound vs outbound calling

My goal is to control timing for an inbound vs. outbound calls. An
inbound call would be from the PSTN to a gateway to SER to a UA
registered to SER. An outbound call would be from a UA registered to
SER to SER to another UA registered to SER or to a gateway.
My experience with the fr_timer and fr_inv_timer is that they seem to be
global. Meaning if I set the timer(s) to 30 seconds both my inbound and
outbound calls behave the same way.
My reason for wanting to differentiate control between incoming and
outgoing is that I'd like to cause incoming calls to go to voicemail if
they are not answered within 30 seconds. I do not want to restrict my
outbound calls to such a short limit, especially if they are bound for
the PSTN.
Any ideas? Any documentation that I missed?
