[Serusers] Incoming pstn call

Can you provide the trace of this issue ? (debug ccsip [calls & messages])
I recently see in my network the problem generated when prefix with "#"
prior to forward to gateway that the BYE is sent from my proxy change the
"#" by a "%" character and the cisco gateway reject the BYE and dont drop
the call.

This problem is generated by the lost of the BYE message, due to NAT Contact
problems or URI mismatch.
