[Serusers] error when starting php??

Try use mysql client in the command line like this

mysql -u ser -pXXX -h192.168.251.200 ser

If it does not work it means you do not have the rights, add rights in 
MySQL with:

login as root on mysql server

grant ALL ON ser.* TO ser@"192.%" IDENTIFIED by "XXX";
grant ALL ON ser.* TO ser@"localhost" IDENTIFIED by "XXX";
