not really. b2bua is a pure signaling entity -- it keeps UAS dialog state
and UAC dialog state. Additionaly a b2bua may change SDP in a way which
forces media to visit some specific host but that's a special b2bua species.
With knowledge of call state, a b2bua is able to send BYE to all call parties
-- that's how it terminates a call.
