[Serusers] Duplicate INVITES after a 403

are you sure the second INVITE comes from SER? Could it be the caller's 
client?

If it is ser, then the second INVITE might be due a retransmission, when 
the gateway respond comes after a while. A network dump would be very 
helpfully in this case.
